LAUNCHING CEREMONY OF “ TELECOM CAMBODIA ”
AS A PUBLIC ENTERPRISE
Cambodian Ministry of Posts and Telecommunications held a launching ceremony on January 5, 2006, at Bayon Satellite Station.
This ceremony was presided over by H.E Deputy Prime Minister SOK AN, distinguished representative of Samdech HUN SEN, Prime Minister of the Royal Government of Cambodia.The ceremony was also attended by ambassadors of many countries in the Kingdom of Cambodia, H.E Ministers, Secretaries of State, Under-Secretaries of State representing ministries and institutions of the Royal Government, civil servants and employees from Ministry of Posts and Telecommunications witnessed by some 700 participants.
H.E SO KHUN, Minister of Posts and Telecommunications, made a speech illustrating t he development gained over the past years by the telecommunication sector itself and he especially focused on the great efforts of the Ministry in developing this sector into rural areas. In addition, His Excellency pointed out all the efforts made by the Ministry and financial institutions in their step-by-step arrangements since 2000 until today in order that Telecom Cambodia became a public enterprise , in conformity with the economic reform policy of the Royal Government in the second mandate (2001- 2005). His Excellency So Khun also made a report of achievements gained by the two supervising Ministries in collaboration with the previously achieved work programs:
1- The Board of Directors of the enterprise was established by the Sub-Decree No. 242 dated March 02,2005 after the appointment of :
1.1 One Deputy Director: Sub-Decree No.25 dated January 13, 2005
1.2 One supervising official: Sub-Decree No.99 dated February 2,2005
2- Property of the enterprise was arranged based on the work result of the Inter-Ministerial Committee, sent to Ministry of Economy and Finance with the Letter No. 2042 dated September 7, 2005 and jointly signed on November 2, 2005 with a balance sheet showing 164,823,692,376 Riels.
3- The draft of the enterprise's Statute was approved by Ministry of Economy and Finance on November 2, 200 5.
4- The Board of Directors of the enterprise has carried out its duties such as organizing the structure of the enterprise which was approved on August 23, 2005 . The Board has been undergoing reform in following areas:
4.1- The draft of employees' statute made on March 21,2005
4.2- Type and salaries scales
4.3- 2006/2007 Business/Service Plan
4.4- The selection of employee representative who is an automatic member of the Board of Directors.
On the occasion, His Excellency also afirmed his confidence on members of the Board of Directors and the Deputy Director in leading and managing Telecom of Cambodia to meet successfully this first mandate and achieve the long-term development of Telecom of Cambodia. Moreover, His Excellency expressed his appreciation for all the leading officials of the Ministry of Posts and Telecommunications and Ministry of Economy and Finance which had been making active efforts so that this cooperation could be successfully achieved.
His Excellency, lastly, expressed his profound thanks to H.E Deputy Prime Minister, distinguished representative of Samdech Prime Minister Hun Sen, who kindly presided over the ceremony that day.
During the ceremony , H.E Deputy Prime Minister SOK AN said that the launch of The state-run Cambodian Telecommunications Company as the public enterprise is aimed to cope with the growing demand in telecommu- nication services and in building Cambodian economy towards globalization.
The state-run “ TELECOM CAMBODIA” Company is established with two supervising Ministries, that is, the Ministry of Posts and Telecommunications and Ministry of Economy and Finance, with a roughly initial capital of 70 million US dollars; 30 million US dollars of which is funded by Japan. The main goals of the government with respect to the telecommunication sector are to develop an appropriate and m odem information technology and telecommunications enabling users in the country to access reliable and sophisticated telecommunications services competitive with the neighboring countries in the region and to transform such
telecommunications services into an efficient infrastructure supporting investment and trade in Cambodia. To this end, it is of pivotal importance to create in place the phone and internet network throughout the country, particularly in the rural area for the economic, commercial, educational, social and administrative purposes.
H.E Deputy Prime Minister Sok An added that should it become a reality, Cambodia will be competitive with other countries in the region, leading to the sustainable and long-term economic development. Such moderm and affordable telecommunications system with broad coverage will evidently and significantly contribute to the increased effectiveness and production and serve as a means to facilitate the market process, promote the effectiveness of management and provide public services.
H.E Deputy Prime Ministry SOK AN and H.E Minister SO KHUN, have opened and removed, at this auspicious event, the cloth viewing the "LOGO" of the Telecommunication of Cambodia and serving as symbol to officially launch this public enterprise as of January 5, 2006 in the presence of national and international distinguished guests and civil servants of the concerned Ministries.
